Demolition surveys, Asbestos removal and Demolition
Surrey County Council made the decision to procure the demolition and enabling works at the aforementioned 3no. sites under a single contract – a demolition contractor would be selected through a selective, restricted tendering process to deliver the works at Colebrook, Brichlands and Orchard Court in a phased approach across a 9-month period, from March 2024 – December 2024. GDL submitted the Most Economically Advantageous Tender following a highly competitive tendering process, coordinated by Atkins Realis – who assumed the role of Contract Administrator and Principal Designer on behalf of the Council.
Upon award, GDL were immediately given possession of Orchard Court and asked to secure the site, with the other 2no. locations issued via call-off in the proceeding months. Prior to practical commencement GDL were responsible for: the coordination and implementation of the utilities disconnections, terminations and diversions; securing the sites to prevent trespass and unauthorised habitation; obtaining all required licenses and permits to undertake the demolition works (Section 80/81, ASB 5, Planning, F10 etc.) and for registering the multiple sites with Considerate Constructors Scheme.
Once on site (across all 3no. locations) our scope of works comprised: Installation and maintenance of noise monitoring equipment; installing protective measures to kerbs, tarmac and walkways in the vicinity; protective measures to retained trees and service infrastructure; asbestos removal; soft strip of all internal fixtures and fittings; structural demolition of the 3no. Care Homes; Removal of slabs and foundations; removal of surrounding hardstanding areas; groundworks including remediation and levelling and undertaking a topographical survey upon completion.
Despite the provision to us of Asbestos Refurbishment and Demolition surveys prior to commencement of works, upon inspection of the site it was found to be further contaminated. Elements of the building fabric which had not been identified during the surveys were found to contain asbestos, which was discovered when intrusive works began on site. Resurveys were undertaken with additional asbestos discovered and updated removal plans developed and issued to the Client. The site team also carried out a provisional inspection of the sites around the buildings, and identified suspected ground contamination from chemicals which were confirmed by survey and testing, which we subsequently removed during the remediation works.
From very early on in the Project, both the Council and the Contract Administrator advised us of dissatisfaction from the neighbours and local community regarding the development, who were quite vocal in their opposition to the works. Their concerns were mostly due to the perceived disruption the works would cause, but also disagreement with the demolition of what they saw as suitable buildings. GDL worked with the Council on an extensive Community Liaison initiative to allay concerns and give assurances to the neighbours, providing ongoing communication via letters and leaflets and issuing the Council with information regarding the methods of demolition and measures in place to minimise nuisance which were issued to Community groups for further dissemination.
