The Peel Project site, situated within South Kilburn in the heart of the London Borough of Brent, has been a focal point and a place for people to gather throughout its history. The goal of the development scheme is to create an inviting, active and safe place that not only attracts people to the site but also encourages people to spend time there.
Countryside Properties, the UK’s leading mixed-tenure developer, successfully achieved planning approval for all four of the proposed phases at the Reel regeneration in North West London in 2021, and the various enabling phases have been ongoing since then. The development, will deliver 308 new homes to the London Borough of Brent increasing the proportion of affordable homes on the site from 18% to 40% as well. To benefit the local community and new residents, the approved plans include a health centre, gym, a new public plaza and retail and commercial spaces, as well as accommodating extensive highways and public realm improvements.
Phase 3 of the multi-stage development is currently ongoing, with completion of all phases due for completion by the end of 2025.
GDL have assisted Countryside at various stages of the multi-phase development in Kilburn, having completed demolition works to the community centre and smaller ancillary buildings to the main estate in recent years. The current project (known as South Kilburn NWCC Phase 4), secured after a competitive tendering process, involved the complete structural demolition of 4no. multistorey blocks of flats – Carlton House building 1 and 2, Neville House and the 9-storey Winterleys building.
Our scope of works included carrying out conditional surveys of the surrounding roads and wider area; checking service disconnections and undertaking CAT cable scanning where necessary; soft strip of all designated structures; asbestos removal (carried out by licensed contractor and partner company – Horizon Environmental); exploratory works to concrete panelling; erection of 3-sided partially encapsulating scaffold to facilitate safe demolition of Winterleys; demolition of Carlton House (1) using scaffold protection; demolition of Carlton House (2) and Neville House utilising mobile demolition curtain for protection; creation of ramp and mat platform for ultra-high reach excavator to operate from and subsequent demolition of Winterleys; breaking out and removal of slabs down to 2 metre depth from current ground levels; removal of walls, railings and hardstandings; crushing of suitable material to 6F2 specification and stockpiling of site-won material as required by the Client.
The existing Fire Alarm system had been disconnected by others prior to our possession of the buildings, and we had been given assurances of this from the appointed specialist. However, one Sunday complaints began coming in advising of alarms going off throughout the building. We dispatched a team to investigate, and found that, unbeknownst to Building Management and M&E Contractors, a number of the smoke alarm sounders had back up power supplies. The dismantled alarms were sounding from within the bins unexpectedly. Site Management attended neighbouring properties and apologised to all of those inconvenienced, then carried out a thorough search of the building to remove any remaining batteries from the alarms. Standard procedure going forwards following the event is now to check for back up power systems on possession of site.
Due to the built-up urban location of the estate, and the high-density housing and parking around the area, GDL had to carefully plan all logistics and vehicle movements to and from the site. The ultra-high reach excavator especially required special consideration, as it had to be delivered via 3 separate low-loaders due to its size. We worked with the Local Authority (Brent Council) to arrange parking bay suspensions as required around the site, and liaise further on delivery and collection days to have cars removed who had contravened the suspension notices.
